David began his career as a shop steward in 1982 at the Kansas City Bulk Mail Center. He transferred to the Denver BMC in 1984, where he continued to serve the NPMHU, and was elected as Administrative Branch President in 1990. Three years later he was elected as Local 321 President -- a position he held for nine years --culminating in his appointment as Director of the Western Region's Denver office in 2002. David has extensive experience with matters related to OWCP, EEO, arbitration advocacy, craft jurisdictional issues, LMOU negotiations, and steward training programs.
