Supported Legislation
Below is a list of introduced bills and resolutions NPMHU currently supports. The legislation listed strengthens the United States Postal Service; supports Mail Handlers and the rest of the postal workforce; and, promotes the labor movement.
This resolution expresses the sense of the House of Representatives that the U.S. Postal Service should restore mail delivery service standards to those of July 1, 2012.

H.R. 3721 - USPS Shipping Equity Act
This bill repeals restrictions imposed on the Postal Service that prohibits the delivery of beer, wine and spirits directly to consumers. Private carriers do not face the same restrictions, and repealing this regulation could generate $190 million in revunue for the Postal Service.
H.R. 8000 - Timely Mail Delivery and Postal Services Protection Act
This bill prohibits operational changes to mail processing facilities until the Postal Regularoty Commission issues an advisory opinion.
H.R. 8040 - Protect Postal Performance Act
This bill places a moratorium on consolidating postal facilities if it is in a region that is not meeting the USPS delivery targets of 90.3% on-time delivery for three to five-day first-class mail and 93% on-time delivery for two-day first-class mail.
H.R. 8045/S. 4160 - Postal Operations Stay Timely and Local (POSTAL) Act
This bill prohibits the United States Postal Service from closing or consolidating P&DCs if it would remove the sole P&DC in the state, or negatively impacts mail delivery.
H.R. 82/S. 597 - Social Security Fairness Act
This bill repeals provisions that reduce Social Security benefits for individuals who receive other benefits, such as a pension from a state or local government.
H.R. 866- Equal COLA Act
The legislation calls for parity of cost-of-living-adjustments for those enrolled in the Civil Service Retirement System and the Federal Employee Retirement System.
H.R. 618/S. 131 - Improving Acess to Workers' Compensation for Injured Federal Workers
This bill would allow injured postal and federal workers to see physicians assistants and nurse practioners for diagnosis and treatment of injuries covered by workers' compensation.
H.R. 5995 - Federal Retirement Fairness Act
This bill would allow thos in the postal and federal workforce who began their careers as temporary, non-career employees make greater contributions to their retirement benefits to make up for the time they were not earning those benefits.
H.R. 856/S. 274 - Comprehensive Paid Leave for Federal Employees Act
This legislation expands federal paid leave to include 12 weeks of family and medical leave.
H.R. 20/S. 567 - Richard L. Trumka Protecting the Right to Organize (PRO) Act
This legislation provides employees with the freedom to organize; penalizes employers who retaliate against employees who organize; and, protects workers from being replaced while striking.
H.R. 8426/S. 4363 - Public Service Freedom to Negotiate Act
This legislation gives the right to organize for public sector employees at local, state and federal levels.
H.R. 4889/S. 2488 - Raise the Wage Act
This bicamerial legislation calls to gradually raise the federal minimum wage to $17.00 an hour by 2028.
S. 737 - No Tax Breaks for Union Busting (NTBUB) Act
This bill denies employers a tax deduction for any expenditures incurred for attempting to influence their employees with respect to labor organizations or labor organization activities, such as elections, labor disputes, and collective actions.
S. 738 - Tax Fairness for Workers Act
This bill would allow employees to make tax deductions for work expenses and union dues.
S. 630 - Sustaining Our Democracy Act
This legislation provides significant federal funding to help state and local governments support election administration over the next ten years.
