Supported Legislation

Below is a list of bills and resolutions NPMHU currently supports. The legislation listed strengthens the United States Postal Service; supports Mail Handlers and the rest of the postal workforce; and, promotes the labor movement.

H.R. 3076/S. 1720 - Postal Reform Act

These bills would repeal the mandate to prefund retiree healthcare costs; integrate future retirees into Medicare to reduce the USPS liablity on retiree healthcare costs; requires reports from USPS to Congress and the Postal Regulaotry Commission on costs and performance standards; creates a public dashboard to inform customers on delays; codifies 6-day delivery to businesses and residences; and, allows for agreements between USPS and state, local and tribal governments to provide property and services. 

H.R. 695/S. 145 - USPS Fairness Act

The USPS Fairness Act removes the mandate requiring the Postal Service to prefund its retiree healthcare benefits. 

H.Res. 47

This resolution promotes that the Postal Service should remain an independent establishment of the federal government and should not be subject to privatization. 

H.Res. 119

This resolution calls upon the Postal Service to return to service standards in effect as of July 2012.

H.Res. 108

This resolution expresses that USPS employees are frontline essential employees, and shoud be given priority in state COVID-19 vaccine distribution plans.

H.Res. 109

This resolution requests the Postal Service to continue door delivery for all residence and business customers

H.Res. 114

This resolution urges the Postal Service to continue 6-day delivery.  

H.R. 3077 - Postal Improvement Act 

The bill incudes the language from the Vote by Mail Tracking Act (H.R. 1307), and provides paid parental leave to postal employees  for the birth, adoption, or fostering of a child. During committee markup, amendments were added that included: providing funding for an electric vehicle fleet; restoring service standards to January 1, 2021, levels; requiring financial disclosures from the Postmaster General and the Deputy Postmaster General before they assume duties; and, providing mandatory access to Members of Congress to enter any postal facility for the purpose of conducting oversight. 

H.R. 1307 - Vote by Mail Tracking Act

The bill calls for mail-in ballots to be barcoded by the United States Postal Service for tracking purposes. H.R. 1307 has been included as an amendment to H.R. 1, For the People Act, as well as H.R. 3077, the Postal Improvement Act.

H.R. 3287/S. 1663 - USPS Shipping Equity Act

Legislation would allow the Postal Service to ship beer, wine, and spirits, just as its private sector counterparts are already doing.

H.R. 3684 - Infrastructure Investment and Jobs Act

Legislation would provide for the maintenane of roads and bridges; strengthens electric grids and power infrastructure; invests in broadband internet throughout the country; and, fortifyies safe water systems. Impact of the bill would create two million union jobs a year over a decade. H.R. 3684 passed both the U.S. House of Representative and U.S. Senate and signed by the President, becoming Public Law 117-58.

H.R. 5376 - Build Back Better Act

Included in this spending plan is $6 billion for the acquisition and maintenance of a electic vehicle fleet for the United States Postal Service. 

H.R. 304 - Equal COLA Act

The legislation calls for parity of cost-of-living-adjustments for those enrolled in the Civil Service Retirement System and the Federal Employee Retirement System.

H.R. 4268 - Federal Retirement Fairness Act

The bill would allow postal and federal employees who began their careers in temporary positions to make additional contributions to their retirement benefits.

H.R. 564/S. 1158 - Comprehensive Paid Leave for Federal Employees Act

This bill provides 12 weeks of paid leave to all federal and postal employees for personal illness, a family member's illness, the birth of a child, or military deployment.

H.R. 7376/S. 3487 - Honoring Civil Servants Killed in the Line of Duty Act

The legislation would increase death gratuities for postal and federal employees killed while on the job. 

H.R. 6087 - Improving Acess to Workers' Compensation for Injured Federal Workers

This bill would allow injured postal and federal workers to see physicians assistants and nurse practioners for diagnosis and treatment of injuries covered by workers' compensation. 

H.R. 842/S. 420 - Protecting the Right to Organize (PRO) Act

This legislation provides employees with the freedom to organize; penalizes employers who retaliate against employees who organize; and, protects workers from being replaced while striking. The House passed the PRO Act on February 6, 2020 with a vote of 224-194.

H.R. 5727 - Public Service Freedom to Negotiate Act 

The bill would set a minimum nationwide standard of collective bargaining rights that states must provide to public sector employees. Included in the bill are provisions allowing public employees to: join together in a union selected by a majority of employees; collectively bargain over wages, hours and terms and conditions of employment; use voluntary payroll deduction for union dues; and, file suit in court to enforce their labor rights.

H.R. 82/S. 1302 - Social Security Fairness Act

This bill repeals provisions that reduce Social Security benefits for individuals who receive other benefits, such as a pension from a state or local government.

H.R. 2337 - Public Servants Protection and Fairness Act

This bill recalculates Social Secuity benefits for public workers to ensure they get are not negiatively impacted by the Windfall Elimination Provision.

H.R. 5834 - Equal Treatment of Public Servants Act

This legislation offers a recalculation of Social Security benefits for those under the Windfall Ellimination Provision.
